​This section outlines proposals for constitutional change from a parliamentary to a presidential system,
as part of the organization’s founding discussions in 2015.


It reflects ideas contributed by Dr. Tanveer Zamani in an inspirational advisory capacity.

Dr. Zamani has never held office, contested parliamentary elections, voted, participated in political protests or anti-government activities, or held membership in the organization. Her brief visits to Pakistan during 2015–2017 were solely in the capacity of an apolitical foreign humanitarian visitor. As a foreign national, she was ineligible under the Constitution of Pakistan, which prohibits foreign nationals — including dual citizens — from participating in the country’s electoral process.

1- Fixing Infrastructure                                                                                                                   
Vision 20/20:

At the constitutional conclusion of the current elected government's term, we propose a 20-month transitional period, facilitated through constitutional provisions such as Articles 245 and/or 190, under the oversight of the Chief Justice of the Supreme Court. This temporary national framework would aim to address pressing internal and external challenges. 
The initiative envisions the formation of a National Government comprising a dedicated team of 20 individuals, each committing to 20 hours of service per day for 20 months. Their primary mandate would be to upgrade—and in many cases, establish for the first time in 70 years—the foundational infrastructure across key departments, including but not limited to the following:
  • Economy
  • Energy
  • Ehtesaab (Accountability of corruption, money laundering, and terror financing)
  • Electoral System → Referendum → Presidential System
  • Education
  • Health
  • Law & Order
  • Foreign Office

Need for Systemic Change:
The politicians who oppose a democratic Presidential system are, unfortunately, those individuals who have, for the past 70 years, treated the Parliamentary system as a means to run private businesses. They have used elections and their MNA/MPA positions for personal financial gain, maintained control through informal power networks, and misused state institutions for their own benefit.
Not only the awam (people), but even sections of the establishment elite have become so accustomed to this political-party-industrial mindset that they struggle to differentiate between a genuine national leader and a business-driven political figure.
There’s now an expectation that sincere, educated, and loyal individuals — who are capable of managing Pakistan's internal and external affairs, and who silently witness the daily erosion of national interest — must first put on a show: holding pseudo-rallies, making exaggerated promises, and replicating the same old political theatrics, just to be considered viable. If they don’t do this, they are dismissed — and the alternative becomes watching the nation’s assets being sold or leased away.

This Mindset Must Change:
Real, educated leadership will never resort to theatrics or lavish spending just to prove their status — even if they have the capacity to purchase the entire land of Jammu & Kashmir. They understand that the same resources are better invested in upgrading the country’s long-neglected infrastructure.
This first phase of national revival doesn’t require jalsas (rallies), fake crowd gatherings, or performative outreach to the poor, sick, and underserved. These citizens deserve — by default — jobs, healthcare, and education. Tragically, instead of providing these rights, past leaders have spent public resources staging rallies to impress either the establishment or the vulnerable population.


2- Holding Referendum                                                                                                                     
Within the 20-month time-out period, we will need to launch a campaign to educate and raise awareness among the people about the Presidential system. This will include a series of organized, focused seminars, interactive forums, video-linked talk shows, and lectures covering its introduction, merits and demerits, and its compatibility with our culture and mindset. After a two-month campaign, we will be in a position to hold a referendum on the Presidential vs. Parliamentary system.​
3- Implementation of the Presidential system                                                                               
Once the people of Pakistan decide in favor of the Presidential system, we will need to revise the Constitution of Pakistan during the same 20-month period, with the help of five individuals from within the core team of twenty, to ensure a smooth transition to the implementation of the Presidential system.​
4- Presidential Elections                                                                                                                 
The goal should be to hold elections after the 20-month period—following the establishment of essential infrastructure, the referendum, the implementation of the Presidential system, and an updated census.​
